No new mass distribution event since February — here’s why that matters

The last major patta distribution under Mission Basundhara 3.0 was on February 27, 2026, when Chief Minister Himanta Biswa Sarma handed out pattas to 1,06,905 beneficiaries in a single day, with the largest share — 44,700 pattas — going to Dhemaji district alone. Simultaneous events also ran in Sonitpur, Bongaigaon, Bokakhat, Digboi, and other districts that day. As of this update, there hasn’t been a comparable statewide event since.

That doesn’t mean nothing is happening. Distribution events are periodic, not continuous — your patta can sit “Approved” in the system for weeks or months waiting for the next physical distribution programme to be organised in your district or constituency. Where the process is moving faster

Not every application is stuck. A few categories have been processing noticeably quicker:

• NC (non-cadastral) village settlements where the SVAMITVA drone survey is already complete — the land boundaries are already digitally mapped, so there’s no fresh survey needed. As of the last officially cited figure, 769 of Assam’s 903 NC villages had completed this survey, covering over 30,000 families.
• Annual Patta to Periodic Patta (AP to PP) conversions, since the underlying land record already exists and the process is a reclassification rather than a new allocation.
• Applications from Koch Rajbongshi, Moran, Matak, Chutia, and Ahom communities, which are exempt from the three-generation residency documentation requirement — this removes one of the slowest verification steps.

No firm timeline for these phases has been announced yet. If your situation falls into one of these categories, it’s worth knowing your file may genuinely need a future phase to resolve rather than getting stuck in 3.0’s processing queue by mistake — ask your Circle Office directly whether your application falls under a category still awaiting 4.0/5.0.

Separately, forest land rights were also granted to 538 residents of the Subansiri and Jiadhal Reserved Forests at the February event under the Forest Rights Act — a smaller but related track running alongside the main Basundhara process.

What to actually do if you’re stuck

• If your status is Approved and it’s been over two to three months since a distribution event in your area: go to your Circle Office with your acknowledgement slip and application reference number, and ask specifically whether your patta is ready and waiting for the next distribution programme.
• If your status is still Under Process: ask whether field verification has been completed, and if not, when it’s scheduled — this is a fair question to ask directly rather than guess at.
• If you were told your application was rejected: ask for the reason in writing. If the officer won’t provide it in writing, write down what they tell you and ask them to confirm it’s accurate.
